On the Morning of Thursday, April 29th 2021, the Administration Offices of the Tonkawa Campus for the Northern Oklahoma College contacted the Tonkawa Police Department based on student allegations of Sexual Offenses possibly committed by an Instructor. Investigators from the Tonkawa Police Department responded to the Campus and met with the administration faculty. Interviews were conducted with numerous students based on these allegations. We [Tonkawa Police Investigators] were presented evidence and disclosures during the course of this initial investigation.
Victims’ siclosures stated that from 2016 to present, Luektenhaus developed a secret relationship called “The Game” in which he manipulated students to become his “pets” and he was the “Master” of this Game. It is alleged that he directed members of this Game to recruit additional members and engage in various sexual activity and record or otherwise document their sexual encounters (via explicit photographs, videos, and other media) which would be distributed to him. He is alleged to have possessed and possibly distributed these images and videos on internet social media and online-thread platforms. There are complaints of forced sex, kidnapping, and even arranged sexual activity as a result of this “Game” …. All allegedly under the direction of Luektenhaus. It is alleged that Luektenhaus used his capacity as an instructor to manipulate students, under his charge, with various rewards such as production roles/parts, special activities and, unique access to the school.
Based on those observations and criminal complaints, 37-Year Year Old NOC Instructor Anthony Lee Luektenhaus was placed under arrest by the Tonkawa Police Department. Luektenhaus was booked into the Tonkawa Jail on the following Charges:
Violation of the Oklahoma Computer Crimes Act
Kidnapping
Sexual Battery
Rape
Distribution of Obscene Material
Commit Act of Lewdness
Luektenhaus was transported to the Kay County Detention Center where his bond was later set at $150,00.00.
Following the arrest, the Tonkawa Police Department, with the assistance of the 8th District Attorneys Office, filed for and executed Search Warrants on Mr. Luektenhaus’ residence in Stillwater, OK and his Office on the Northern Oklahoma College Campus. Evidence was collected and seized pursuant to those Search Warrants. We have reached out to the OSBI-ICAC Division for assistance in this developing investigation.
Since the arrest, new alleged victims inside and outside of Oklahoma continue to come forward who are present or past students of Luektenhaus.
